Former Marine Nature Reserves (MNRs)
In 2015 the Marine Nature Reserve changed designation to Marine Conservation Zone (MCZ). This spatial dataset contains the digital boundaries of Marine Conservation Zones (MCZs) former Marine Nature Reserves in Wales. MCZs and MNRs are a way of conserving marine habitats and wildlife and other features, of special importance, along the shore or on the seabed. Skomer, the first and only MNR in Wales, was established in 1990 and is situated around the island of Skomer and the Marloes Peninsula in south west Wales. The Wildlife and Countryside Act 1981 empowers NRW to apply to the First Minister for the National Assembly for Wales (NAW) to designate MNR. MNR may be governed by byelaws, created through discussions and mutual agreements with all concerned, and approved by WAG. MNR make a valuable contribution to the protection of our seas by creating an awareness of the fragility and value of the natural marine heritage. In Wales the MNRs that existed have been superseded by MCZs. The Marine and Coastal Access Act 2009 allows for the creation of MCZs. MCZs protect a range of nationally important marine wildlife, habitats, geology and geomorphology, and can be designated anywhere in English and Welsh territorial and UK offshore waters.

The boundary was first digitised from the designation paper map at 1:10,000 scale. In 2010 it was digitised to OS MasterMap (CCW update 2008) using the description of the boundary from the Byelaws document. There is no digital data for Highest Astronomical Tides (HAT), which is the landward boundary for a great length, we have adopted a 1.5 m buffer above Mean High Water Mark (MHWM). The Latitude and Longitude positions plotted to WGS84 projection and then the positions converted to British National Grid. Where the description quotes following MLWOT the boundary has been captured to MLWM as shown on OS MasterMap. Therefore for the definitive boundary please refer to the description in the Byelaws. With the coming of GIS and its use in government departments and commercial companies mobilising the data in this way, advances the protection of these sites and the efficiency of decision making.
