National Receptor Dataset (NRD) 2023

The National Receptor Dataset (NRD) is a collection of risk receptors, typically residential and commercial property, intended for use in flood and coastal erosion risk management. It is a spatial dataset produced from Ordnance Survey (OS) AddressBase® Premium (ABP) and OS MasterMap® (MM) data with information on property type, floor area and Flood Hazard Research Centre’s Multi-Coloured Manual (MCM) codes attributed. The version of the NRD described here is the NRD 2023 created as part of the Flood Risk Assessment Wales Data Management (FRAW DM) process. The NRD 2023 builds on the same methodology as NRD 2018, with a refresh of input datasets. NRD 2023 comprises of two layers, NRD 2023 created from the OS AddressBase Premium dataset and NRD 2023 from OSMM, which is created from OS MasterMap. Both datasets should be viewed together, to give a complete view of the NRD 2023 dataset. List of improvements from NRD 2018 to NRD 2023 include: 1. Main input datasets have been updated, including; OS ABP, OS MM, NRW Flood Alert and Warning Areas, NRW Flood Warning Uptake, Defended Areas. 2. Over 52,000 Static Caravans are now included in the OS MM datasets, therefore these have now been included in the NRD 2023 from OSMM Layer. 3. The building footprint threshold within the NRD 2023 from OSMM layer has been increased from 30m² to 60m². This is to remove unwanted features like garages being classified as “Residential” dwelling. 4. Ordnance Survey have significantly improved their classification of properties across Wales. For example, end of terrace houses in some location were called “semi-detached” previously, these have now been correctly assigned as “end of terrace” in NRD 2023.

Lineage

NRD 2023 builds on the same methodology used in NRD2018 and is derived from two sources: OS ABP and OS MM. Updates to both are released every 6 weeks. NRD 2023 is therefore a snapshot of a particular moment in time. NRD 2023 has not been designed for addressing purposes and we don’t recommend using it for this, mainly because it may not be up-to-date. We recommend the OS ABP instead. NRD 2023 has been compiled to provide a general source of receptor information for FRAW and a range of other FCRM activities; you will need to decide whether it is appropriate for your specific application. For local studies, you will need to check whether any more detailed local information is available, and whether it would be more relevant to the work being undertaken. Please note that in NRD 2023 not all records are for properties and may represent other features such as car parks, playing fields and electricity sub-stations. For further details refer to NRD 2023 External User Guide and previous NRD 2018 documentation, including 2018s0011 - FRAW Project Report - Appendix T03 - NRD2018_Exclusions_v2.xlsx. and associated FRAW Project Reports.

Additional Information

Additional reference material available comprising: NRD_2023_EXTERNAL_User_Guide_001 NRD_2018_Reference_Documents It is important to note that both NRD 2023 and NRD 2023 from OS Mastermap should be viewed together, to give a complete view of the NRD 2023 dataset.
