The database was initiated in association with a report commissioned to identify blackspots in Wales (written by Geoff Liles and published in March 2000). Members of the Public who spot dead otters and report them were originally asked to complete a paper form to provide observational details. These were subsequently recorded in the ORMS Access database. NRW owns the copyright of the collation, but the ownership of the records themselves rests with the originator.
