National Receptor Dataset (NRD) 2018
The National Receptor Dataset (NRD) is a collection of risk receptors, typically residential and commercial property, intended for use in flood and coastal erosion risk management. It is a spatial dataset produced from Ordnance Survey (OS) AddressBase® Premium (ABP) and OS MasterMap® (MM) data with information on property type, floor area and Flood Hazard Research Centre’s Multi-Coloured Manual (MCM) codes attributed. The version of the NRD described here is the NRD 2018 created as part of the Flood Risk Assessment Wales (FRAW) project. The NRD 2018 builds on, and supersedes the previous NRD 2014 (and NRD 2011 before this). Production of the dataset was streamlined as part of the FRAW project whilst maintaining conceptual consistency. Several additional data attributes have been added to facilitate flood damage calculations in the impacts analysis element of the FRAW project. Consequently, the NRD 2018 comprises two parts – a base NRD which has a very similar structure to NRD 2014, and an additional attribute table with extra information useful for impacts analysis and economic damage calculations. Several standard NRD and non-standard attributes have been updated to support the national assessment of flood risk. Some aspects of this are bespoke for Wales and may differ to the NRD datasets used in England. Further details of this are included in the project report, but the main changes are: - MCM code – addition of a caravan and bungalow code - Settlement name – name of settlement to aid understanding - Ground level – based on analysis from from the DTM - Property value – creation of a residential property value - Property classification – attribute based on MCM codes and JBA analysis - Population – required for basic reporting of flood metrics and for Danger score calculation within NRW’s Communities at Risk Register, or ‘CaRR’ - SFVI_CAT2a – to identify communities that are more vulnerable to the adverse health and social effects associated with floods - Individual property protection - Warning and alert areas - Defended areas and SoP

NRD 2018 is derived from two sources: OS ABP and OS MM. Updates to both are released every 6 weeks. NRD2018 is therefore a snapshot of a particular moment in time and contains data that was sourced at the beginning of 2018 (for full details refer to Table Q-5 of FRAW Project Report). NRD 2018 has not been designed for addressing purposes and we don’t recommend using it for this, mainly because it may not be up-to-date. We recommend the OS ABP instead. NRD 2018 has been compiled to provide a general source of receptor information for FRAW and a range of other FCRM activities; you will need to decide whether it is appropriate for your specific application. For local studies, you will need to check whether any more detailed local information is available, and whether it would be more relevant to the work being undertaken. Please note that in NRD 2018 not all records are for properties and may represent other features such as car parks, playing fields and electricity sub-stations. For further details refer to 2018s0011 - FRAW Project Report - Appendix T03 - NRD2018_Exclusions_v2.xlsx. and associated FRAW Project Reports.
