Authorised Landfill Sites
This dataset has now been discontinued and won’t be updated. The permit information may no longer be correct and the boundary may no longer reflect the actual site anymore, as sites may have expanded their perimeter to accommodate additional capacity. Also, this dataset will not show landfills that have been created after 2013 or may contain landfill sites that are now expired, surrendered or revoked. The authorised landfill site is a spatial (polygon) dataset containing the boundaries of landfill sites which are currently authorised by Natural Resources Wales (NRW) under The Environmental Permitting (England and Wales) Regulations 2010. The Environmental Permitting (England and Wales) Regulations provide industry, regulators and others with a single extended permitting and compliance system. Landfill permits were previously authorised by a Waste Management Licence, or a Pollution Prevention and Control (PCC) Permit, which have subsequently become Environmental (EPR) Permit, and are recorded within a NRW database. Pre 1996 landfill sites data was managed and collated by Local Authorities, this duty was then transferred to Environment Agency, and was taken over by NRW in 2013. Landfill boundaries come in through via the permits in paper format, and are digitised from OS 1:10 000 Scale Colour Raster if not provided by the operator. Merged into a single layer. Revoked, expired or surrendered licences (not if a change) are identified and removed where relevant by the Waste Team. The dataset allows NRW to extract data on landfill sites, which can then be filtered based on the following code descriptors. A1: Co-Disposal Landfill Site; A2: Other Landfill Site taking Special Waste; A4: Household, Commercial and Industrial Waste Landfill; A5: Landfill taking Non-Biodegradable Wastes; A6: Landfill taking other wastes; A7: Industrial Waste Landfill (Factory cartilage); 5.2 A(1) a): Waste Landfilling; >10T/D with capacity>25,000T excluding inert waste; 5.2 A(1) b): Waste Landfilling; Any other Landfill to which the 2002 regulations apply; L04: Non Hazardous Landfill; and L05: Inert Landfill. It is important to note that because a site is authorised, it does not necessarily mean it is accepting waste. Landfill sites are only removed from the dataset on a quarterly basis and added to the Historic Landfill site dataset when the waste licence status changes to either: - Licence expired: Some licences issued under the Control of Pollution Act 1974 were time limited and expired on the date specified in the licence. - Licence Revoked: Whereby the licence has been entirely revoked and is no longer in force; or - Licence Surrendered: Operator has successfully surrendered the licence which is no longer in force.
