Marine Habitats and Species Spatial Layers for Biodiversity Action Plan (BAP), NERC Act, OSPAR (Archived)
This archived collation of datasets has been superseded by Environment (Wales) Act Section 7: Marine Habitats and Species as part of the newer legislative requirements. These datasets are assocaited with the UK Biodiversity Action Plan (UK BAP) was published back in 1994, and was the UK Government's response to the Convention on Biological Diversity (CBD), which the UK signed up to in 1992 in Rio de Janeiro. The Convention for the Protection of the Marine Environment of the North-East Atlantic (the 'OSPAR Convention') was open for signature at the Ministerial Meeting of the Oslo and Paris Commissions in Paris on 22 September 1992. The new annex on biodiversity and ecosystems was adopted in 1998 to cover non-polluting human activities that can adversely affect the sea. These two conventions have been highly important for identifying statutory lists of priority species and habitats for Wales. Under Section 42 of the Natural Environment and Rural Communities (NERC) Act, 2006 it is required that the a 'list of the living organisms and types of habitat which in the Assembly's opinion are of principal importance for the purpose of conserving biodiversity'. The UK BAP is one of the main focuses of this work. As part of the UK's commitment to the 1992 CBD, OSPAR Convention and NERC Act there have been a number of initiatives to identify those species and habitats whose UK populations may be under threat and to establish plans to reduce those threats and thereby maintain biodiversity. The list includes all marine UK BAP priorities as well as additional habitats and species to reflect those in need of conservation action in Wales. For each species and habitat data provided it should include a map of the distribution around the Welsh coast and supporting text with information on the ecology, rarity, legislative protection, occurrence in statutory sites and known threats. This dataset is made up of a collation of datasets which have been updated throughout the years. All of these are listed separately under the 'Contains' field below. These datasets related to the marine species and habitats which are of conservation importance for Wales.

The layers are created by collating records from numerous surveys, monitoring programmes, casework, and third party providers and then combining them using GIS to produce layer containing points, polygons or centroids. The layers are updated when new records are produced. The original surveys and monitoring events from which the records have been extracted vary widely in dates. However surveys were undertaken between the dates of 1899 - 2015.

This data is comprised of a mixture of third party owned records and NRW records. NRW policies permits access to and release of this data under the same terms as its own data. Part of this dataset is sensitive and restricted. The sensitive data is as follows; Hippocampus guttulatus, Ostrea edulis, Ostrea edulis bed habitat. Sensitive data must be kept confidential; general release is not permitted due to risk of harm to the environment or third parties. Sensitive data may only be released under an appropriate NRW Licence. Requests should be referred to NRW's Access to Information Officer. Data may be released freely if the sensitive records are removed in advance, or shown only at a coarser scale.
